In an opinions totalling 139 pages, the Virginia Supreme Court affirmed the death sentence in
Muhammad v. Com., the D.C. sniper case. The majority opinion was written by Justice Lemon. Justice Kinser wrote a separate concurrence. Justice Agee wrote a partial dissent, and was joined by Justices Lacy and Koontz.
Probably I will have to study this over the weekend.
