Third time is the charm - Eleventh Circuit flip-flops against qualified immunity

This article tells the decision by a panel of the Eleventh Circuit in Vaughan v. Cox to reject qualified immunity for a police officer defendant in a high-speed chase, after twice ruling against qualified immunity, and that the change is more remarkable since there were no motions or Supreme Court rulings that prompted the change.
